A Shared Vision: Puerto Rico’s Integrated Resource Plan (IRP)

Our goal is that the energy transformation defined by the 2024 IRP will represent a shared vision between LUMA and the community of Puerto Rico.

LUMA must file with the Puerto Rico Energy Bureau (NEPR) the 2014 IRP by March 1, 2024. The IRP must be updated every three years. A major focus of the 2024 IRP will be to plan for the retirement of existing generators and the incorporation of new clean generation resources for the next 20 years.

The Puerto Rico Energy Bureau (PREB) is the independent and specialized body created by Act 57-2014, as amended, to serve as key component for the full and transparent implementation of the Energy Reform. Specifically, the PREB has the responsibility to regulate, monitor and enforce the energy public policy of the Government of Puerto Rico. Regarding the Integrated Resource Plan (PIR), the PREB began on July 12, 2023, the process of updating the IRP through the case NEPR-AP-2023-0004.

US Department of Energy (DOE) / PR 100 Study

Puerto Rico has committed to meeting its electricity needs with 100% renewable energy by 2050, along with realizing interim goals of 40% by 2025, 60% by 2040, the phaseout of coal-fired generation by 2028, and a 30% improvement in energy efficiency by 2040 as established in Puerto Rico Energy Public Policy Act (Act 17).

The Puerto Rico Grid Resilience and Transitions to 100% Renewable Energy Study (PR100)is a 2-year study by the U.S. Department of Energy’s (DOE’s) Grid Deployment Office and six national laboratories to comprehensively analyze stakeholder-driven pathways to Puerto Rico’s clean energy future.
